The NGO center serves a valuable role in coordinating activities and sharing information between organizations, I'm sure, but if you just need to do some research you will feel a sense of futility as the thick dust from forgotten NGO project reports collects on your hands in the small reading area. You should be getting your hands dirty some other way, you'll think. I have spent days sitting here like Sisyphus, rolling a rock made of mimeographed action plans from long-dead NGOs. Someday someone will write a study about this place itself, but to get to the point, VUFO-NGO exudes the feeling of a members-only club, and its location in the eerie La Thanh hotel complex really amplifies that feeling of alienation. If you're not an well-connected NGO staffer with thirty years of work here, you'll wish that you were downtown at the glitzy, and rather more corrupt World Bank library (aka "Vietnam Development Information Center") with free wifi and a cubby for your briefcase.
