I just moved to HN, and will be here about more than 2 years.
I want to continue to take horse back riding lessons.
Still nowhere to do ?

In Vietnam, horses are generally for working, eating or racing. Some provinces do have horse racing during the year. Check with the Saigon Pony Club http://saigonponyclub.com/contacts/ and see if they can point you in the right direction for riding lessons in Vietnam.
